Digital Transformation of Vocational Education and Training (VET) Workshop

Vocational Education and Training (VET) is a natural bridge between education and the world of work. It is the right place to equip future and current workforce with the necessary competences and skills, including the digital ones, for the jobs of today and tomorrow.

The VET digital transformation is of paramount importance in several ways: on the one hand, it can ensure we can grasp the jobs opportunities that will come with the digital transformation. On the other hand, learners with the necessary digital competences can be a transformation vector in companies, especially in small and medium enterprises (SMEs).

On 7 and 8 March 2024, the Digital Education and Skills Team (Digital Economy Unit) of the European Commission’s Joint Research Centre (JRC) organised the ‘Digital Transformation of VET’ – onsite workshop. Vocational Education and Training (VET) related experts, policymakers, practitioners and professionals from international organisations, academia, research centres, private sector and other institutions, together with the European Commission staff exchanged, discussed, and worked around the main topic of digital transformation of the VET sector.

The main goal of the workshop was to gather several experts from different sectors with diverse backgrounds, knowledge, and expertise to contribute to the discussion during the meetings, which aims to exchange knowledge and share experiences debating, among peers, the enablers, and challenges for the digital transformation of the VET sector in general.

Overall, the discussion, work and feedback collected from the workshop have been used to fine-tune the findings from the JRC ongoing work around digital transformation of the VET sector and it will be included in the related publication.

European Year of Skills and Upskilling VET Trainers

The Skills4VET-app project aims to upskill VET trainers towards apprenticeships and couldn’t be active in a more suitable time! The European Year of Skills just ended, which involved the European Union, various stakeholders, industry, education and training providers in different activities to promote skills development.

Let’s go through the together, focusing in particular on all the objectives that the Skills4VET-app project shares!

Some of the main objectives of this events that took place throughout 12 months focus on investing in training and upskilling in order to help people have better chances to find a job. The Skills4VET-app project focuses on apprenticeships to meet the need of the labour market, as a tool to guide people through an experience that permits to be trained while working.

To achieve this objective the partnership carried out a first project phase focused on researching the needs both of the VET trainers and learners that conveyed in a Digital report.

Another important objective of the European Year of Skills has been ensuring that the skills match the needs of employers, in this sense the project moves from the Digital report to the implementation of the Digital Roadmap, currently developing, which will be piloted among VET trainers.

Importance has been given to the digital transition, choosing digital project products in order to enhance the digital competences which are every day more important in different aspects of people’s life and in the labour market too.

The Skills4VET-app project will analyze in particular the apprenticeships situation in rural areas, giving two out of three partners live in small cities in Greece (Larissa) and Italy (Udine).

To begin with, they provide VET trainers with valuable insights into the specific skills and competencies that employers are looking for, so that the later can tailor their curriculum to ensure that it aligns with current industry standards and demands.

In addition, industry partnerships may be able to provide apprentices access to advanced technology and specialized equipment that may not be available in educational institutions, ensuring they are trained on the latest tools and technologies used in their field. This exposure prepares learners for the technological demands of their future careers and enhances their practical skills.

Effective apprenticeships are characterized by practical, hands-on learning experiences that cannot be replicated in a classroom setting. Industry partners can help design these experiences by offering real-world projects and tasks that apprentices can work on, allowing them to develop problem-solving and critical-thinking skills in a real-world context.

Finally, one of the significant advantages of industry partnerships is the opportunity for apprentices to network with professionals in their chosen field. These connections can lead to job offers, references, and other career opportunities. By working closely with industry partners, VET trainers can help their learners build a professional network that can support their career growth even after the apprenticeship comes to an end.

Why have we decided to create the “How to App-skill VET trainers” Digital Roadmap?

In the framework of the European Skills4VET project, the partnership has been inspired to create the “How to App-skill VET trainers” Digital Roadmap. Essentially this result will be a mapping of the steps that VET trainers need to follow to encourage VET learners to engage in mobilities and apprenticeships. Through apprenticeships, young people are equipped with the skills they need to enhance their employability in the labour market.

Although young people now tend to have a higher level of education than previous generations (for example 25 years ago), surveys indicate that they find it difficult to secure jobs that match their qualifications. This is precisely because education alone is no longer sufficient to ensure a job that matches their skills. (Cuzzocrea, 2015)

Through the Digital Roadmap, the partnership wants to link the needs of the labour market with the skills that young people need to acquire to increase their chances of finding a job worthy of their qualifications. In addition, through innovative methodologies, the application will achieve significant synergies between adult educators and enterprises.

According to Eurostat 2021 report, young people find it easier to join the workforce as they get older and gain more experience. However, for European standards as shown in the figure above, students or apprentices have low employability rates. The partnership therefore addressed the existing needs of young people in the EU and designed a result that will integrate work-based learning into adult education.

So to provide an answer to the question why have we decided to create the “How to App-skill VET trainers” Digital Roadmap, is because it is an innovative solution capable of bridging the gap between theoretical knowledge and the practical skills that young people need to possess in order to be more competitive in the labour market. This initiative promises to be a powerful catalyst for the economic prosperity of the European Union.

By providing a comprehensive guide for adult trainers, the application will enhance the effectiveness of the apprenticeships and facilitate the recruitment of trainees by the companies participating in the network.

The Skills4VET-app Digital report: what we found out

During the first months of the Skills4VET-app Project, partners worked on collecting data and implementing a Digital Report regarding apprenticeships through questionnaires spread among VET sector representatives. The research was carried out in the three countries, Greece, Spain and Italy, combining the national results in an overall Digital Report. This Report is already available on the website in English and will soon be available in all partnership’s languages.

The objectives of this report are to identify the existing gaps of VET trainers and provider in supporting VET learners through apprenticeship and in cooperating with centers located in three rural areas (Larissa, Trikala and Udine) and to define the skills required to guide and support them. The useful insights provided by this report will be essential to develop the Digital Roadmap on which partners are currently working.

Main findings

The Digital Report presents the results based on overall 125 total answers. The vast majority of the participants evaluated each of the needs presented in the questionnaire as extremely or very important. Based on these results, partners know the Digital Roadmap will be focusing on covering all of the needs underlined in the Digital Report.

A total number of 20 VET trainers and people involved in the design and implementation of apprenticeships also participated in the Digital Report being interviewed for approximately an hour, allowing for in-depth discussions on their experiences and insights within the VET field.

Interviewees who place students from their courses in apprenticeships were able to explain how they motivated and supported them. As for mobility, the same insight was given by those who used the mobility tool while those who were not able to do so explain the main difficulties they faced.

Many suggestions and insights emerged during the interviews regarding the most useful tools to motivate students through apprenticeships and mobilities during apprenticeships.
Focusing on the rural areas’ reality, participants stated they faced specific challenges and agreed on the importance of knowing the local labour market and rural economy.
